Our Story

Building a community of belonging since 1994

Our Beginning

QUAIL House opened its doors in May 1994 in Chelsea, Quebec, founded by a group of dedicated community members who recognized the need for supportive housing for adults with developmental disabilities in the Outaouais region. What began as a home for 6 residents has grown into a vibrant community hub that champions independence, dignity, and inclusion.

Who We Serve

We provide a permanent home for adults with developmental disabilities, with a focus on serving English-speaking residents from the Outaouais region. We also offer short-term respite services for families, providing a welcoming place where their loved ones can stay while caregivers get a well-deserved break.

Our Partnerships

We work closely with Pavillon du Parc and other provincial agencies to ensure our residents receive comprehensive support. Our home is situated on property owned by the Fondation Immobilière de l'Outaouais, with whom we maintain a collaborative relationship.

Our Vision

We envision a community where adults with developmental disabilities fully participate in all aspects of life, where their contributions are valued, and where supportive housing is available to all who need it. We strive to be a model for how community-based living can enrich the lives of residents and community members alike.

Our Values

Dignity: We respect the inherent worth and unique identity of each resident.

Independence: We support each person's autonomy and right to participate in decisions about their own life, working collaboratively with families and caregivers to honor individual preferences and needs.

Community: We believe in the power of connection and belonging.

Inclusion: We advocate for full participation of people with developmental disabilities in all aspects of community life.

Joy: We celebrate the everyday moments that make life meaningful.
