Our Board brings together passionate community members committed to supporting our mission and ensuring the ongoing success of QUAIL House.
Lissa Heringer
President
Lissa first joined QUAIL’s Board of Directors in 2020. She has lived in Chelsea for over 35 years and raised three boys in the community. In her professional life, Lissa practiced law for 30 years in both the private and public sectors. She retired from Justice Canada in 2015 as General Counsel for the Public Health Agency of Canada. Since her retirement she has volunteered with various organizations including Fortune Freestyle (skiing), the Meech Lake Association, and as a member of a group that sponsored and settled a number of refugee families in Ottawa. She enjoys everything Chelsea and the Gatineau Park have to offer including the wonderful ski and hiking trails. As a Board member of QUAIL, Lissa continues to support QUAIL in fulfilling its role in providing quality care and services to its residents in a warm and supportive community-based home environment.
Samuel Landon
Vice President
Sam joined the board of QUAIL in 2019. Sam grew up in Chelsea as a QUAIL supporter, his parents were founding members of QUAIL, and he and his wife raised their own three children in Chelsea. Sam is currently the Director of Programs at World University Service of Canada and spends his working hours developing and supporting programs that focus on young refugees and internally displaced people with opportunities for higher education and employment.
Scott Parkinson
Treasurer
Scott joined the QUAIL board in 2022 and is responsible for managing the budget, staff payroll and general bookkeeping. Scott was trained as an actuary, was involved with a software startup and recently completed a Masters in Mathematics with the University of Ottawa. Scott and his family have been part of the Chelsea community since 2011 and active supporters of QUAIL since 2017.
Joanne Hamilton
Secretary
In 2016, Joanne joined the QUAIL Board of Directors as a member-at-large. In 2018, she became the Volunteer Coordinator for a 2-year term, followed by serving as Vice-President from 2020 to 2022. She then replaced Jane Peddie as Board Secretary, a position she holds today. Joanne is a retired guidance counsellor and teacher with the Ottawa School Board. Having grown up in a military family, she has lived in various places, including Manitoba, Ontario, France, New Zealand, and the Middle East, before settling in Chelsea 20 years ago. Passionate about cycling, skiing, fitness, and sustainability, Joanne's love of Gatineau Park and community spirit has made Chelsea her home.
Gail Hawley McDonald
Member at Large
Gail has been a resident of Chelsea for the past 40 years. She has shown a long-time commitment to community improvement particularly in the health and social services sector. Gail’s career in planning and programming health and social services in the Outaouais has spanned over 20 years. She is currently the Senior Program Advisor to McGill University’s Training and Retention of Health Professionals Project. Gail is a founding member of QUAIL. In her spare time, she enjoys gardening, canoeing, golf and cycling.
David Maitland
Member at Large
David first joined QUAIL as a respite volunteer around 25 years ago. He has served on the Board for the past 13 years with his primary responsibility for the maintenance of the house and grounds as well as liaising with the agency that owns the property. He is also active with fund-raising events and other board initiatives. David, his wife Donna and their family have lived in the Chelsea community for 40 years and over those years he has been involved with numerous community organizations. David is retired from the NCC/Gatineau Park and now spends his leisure time floating on the Gatineau River in summer and skiing the Park trails during the winter.
Céline N
Member at Large
A resident of Chelsea for over 25 years, Céline is an active member of several community groups and spent nine years serving on regional school boards. She founded the Chelsea Christmas Hamper program, which has helped bring sparkle to local families in need since 2007. Currently working at the Privy Council Office, Céline holds a Bachelor of Industrial Design from Carleton University, Faculty of Engineering.
Eric Partington
Member at Large
Eric grew up in Chelsea and continues to live in the community with his spouse and three children. Eric has volunteered on several community boards in Chelsea and, in 2024, was pleased to join the QUAIL board to help support the organization and its amazing residents and staff to continue to thrive. Eric is currently the Vice President, Performance, Accountability and Funding Allocation for Ontario Health East. In this role, Eric provides leadership for the funding and performance of health system providers in eastern Ontario across hospital, community, long-term care and primary care sectors.
Cybèle Wilson
Member at Large
With 30 years of diverse experience, Cybèle has built a distinguished career through military service, the private sector abroad, public service, and as an elected official. In her role as a public servant, she was a Director of Relations in the Office of the Minister of Veterans Affairs and with Public Services and Procurement Canada for the Canadian Collaborative Procurement Initiative. She holds an undergraduate degree in history from the Royal Military College of Canada and a Master’s of Science in Health Administration from the University of Toronto.
